THE FORMATION AND MANNER OF WORKS
Growing number of incidents relating to offence against women has become a matter of concern for each and every civilized citizen. But it's also true that disputes of very trivial nature between spouses often culminate into serious offence against women leading to breaking up of the family. Sometimes the conflict is caused by the inappropriate or unacceptable behaviour of one or more members of the family. But it affects every one in the family.
Moreover, the reason in most of the cases, behind such incidents are ignorance about law and legal system, general antipathy to appear before police/court and other various social bindings. As a result, a considerably large number of such incidents does not come in the light and a number of lives get lost and many families get ruined due to lack of proper care and attention. But with proper care and attention through effective counselling by eminent professionals from different walks of life could be a positive means to reduce such incidents. With the above drop, an organization was formed under the direct patronage of Darjeeling District Police (Darjeeling Police) on 24.05.2004 in a meeting convened at the office chamber of SP, Darjeeling where eminent professionals of different walks of life were present and a number of important decisions were taken.
OBJECTIVE:
FORMATION:
The main object of this organization is to settle disputes between husband and wife of a family, which may result in serious offence against the women, or in final break up of the family. The organization is envisaged to act as a family support centre.
The organization will have two main parts, namely (1) Counselling Cell and (2) Board of Advisors.
MANNER OF FUNCTIONING :
Available members of the Counselling Cell will assemble every "Tuesday" at 14.00 hrs. at the office of OC, Women Cell, Siliguri located at Siliguri P.S. The members of the Board of Advisors may also attend such weekly meetings.
The petitions received from needy members (husband or wife) different families will be sent to the convener (O/C, Women's Cell). She will mark them serially and get them entered in a Register.
The members of the cell during their weekly meeting will examine all such petitions received during the previous week and take decision on the probable solutions. The cell may call either or single parties, hear them and advise them properly through Counselling. The proceeding of each weekly meeting should be minuted in a Register. The development of each case should also be recorded in the register in which the petition was 1st recorded. The final result of the case should also be recorded in that Register. A file will be maintained for every case.
All Records & Register are to be maintained by the convener at the office of OC, Women's Cell, Siliguri under the guidance of IC, Siliguri P.S.
All communications/correspondence are to be initiated by the convener under the guidance of IC, Siliguri P.S., Dy. S.P.(Traffic), Siliguri will guide the officers concerned in this regard.
The members of the Advisory Board will be kept apprised of the day to day works of the cell and the developments thereof. The advice of the board members are to be taken with due attention by the cell members.
There shall be a quarterly review meeting where both the Counselling Cell and Advisory Board members will remain present & review the works.
At the end of each year one annual report regarding the activities of the organization is to be prepared and placed before the members.
This will not, in any way, affect the normal functioning of Women Grievance Cell working under OC, Women's Cell at Siliguri PS
